When I double-click on an Excel workbook, I get a copy of the file, not the
original. The filename shown on the title bar is the same name as the
original, but with a 1 appended. For example, if the original file name is
"workbook", the file name across the top

If you rightclick on the filename in windows explorer, you should see
Open and New.

Which one is bold? If it's New (for .xls file types), then windows is telling
excel to open the file as a template.

The easiest first.

Try re-registering excel.

Close Excel and
Windows Start Button|Run
excel /unregserver
then
Windows Start Button|Run
excel /regserver

Now test it out.

If that doesn't work, maybe you can tell windows how to handle .xls files.

In win98, I can do this in Windows Explorer:

Tools|Folder Options (win98 option--your menu items may vary)
File types tab
Scroll down to MS Excel Worksheet (*.xls)
Select that one
Click on Edit
In the actions box, highlight Open and click "Set Default"
Ok your way out.
