Opening hyperlinked pictures

Seems that quite a few people want to know how to open hyperlinked pictures
using a program they designate. Seems that Office applications tend to open
most pictures in IE, rather than with the program associated with the file
extension in folder options. No one has come up with an answer. Perhaps
Support can tell us if it is possible?

Internet Explorer is not an MS OFFICE application, perhaps you could ask
the question in one of the I.E. groups.
