Opening Hyperlinks in Outlook '07

I have Vista SP1 MSO and Outlook 2007

When I click on a hyperlink in Outlook I get a message that says "Operation
has been cancelled due to restrictions in effect on this computer. Please
contact your system administrator" I am the adminstrator but I don't know
how to fix this.

There was a previous post that contained a link to a MS website that
instructs how to change some settings in IE...but that did not seem to work.

The other link in the previous post gives some advanced level instruction on
how to changes a registry key. Is there any way to break that one down a
little more for the less advanced administrator?

Go to Start-> Default Programs
Verify if your favorite browser has all its defaults
If not, apply them.
If it does already have all its defaults, assign it to another browser that
you may have installed or remove all the defaults.
Apply your changes and then tell it to take all the defaults again.
