How do I set up Office so that when I click on OPEN in the File tab, it opens
specifically where I want it to every time?

In Word, you can go to "Tools"->"Options"->"File locations"

In Excel, "Tools"->"Options"->"General"

In Powerpoint, "Tools"->"Options"->"Save"
