Opening .txt as .html

While working with a users profile, when you select a .txt file to open a pop
up box appears and asks if you would like to open it as an .html file with
line breaks etc

On another users profile this pop up box does not appear. What settings
would I adjust to allow this conversion pop up box?

With FP open when logged on as that user, Tools > Options
and then click the configure editors tab.
Scroll down to txt text asc and click to select to display the options for text files on the right side.
Click FrontPage ( open as HTML ) and then click the "Make Default" button and then click OK
