opening up old Outlook backup files

When I was getting a new computer I saved all of my outlook emails and
contacts in a back up file in our network archives. Now it is telling me to
download software in order to open the file. What is it I need and how do I
download it?

Obviously you hahppened to jump into the wrong group/forum.This here
is on *OneNote*, notOutlook.
