Opening web links and attachments from Outlook

Hi,

I cannot open any web links or attachments from Outlook 2007 (I have the
Vista operating system).

I receive the error message: "This operation has been canceled due to
restrictions in effect on this computer. Please contact your system
administrator."

Please advise of what I do to correct this issue, which started occurring
approximately 2 months ago. Also, my daughter is the administrator on our
computer as we have three separate users set up.
