Operation Failed When Creating Email

Version Outlook 2003 (11.8002.8107) SP2
Operating System Windows 2000
Virust Protection McAfee VirusScan Enterprise+Anti-Spyware Module 8.0.0

I have a user that is creating an email from contacts from the Public
folder. There are 313 contacts. She selects the contacts and then chooses
New Message to Contact. She gets a error message "Operation Failed". I have
a user that goes through the same procedure and it works without a hitch.

I have cleared the form cache
Reinstalled
Recreated Profile
