Operation Failed when opening attachments

Outlook 2003 SP3 XP SP3. One user continually has an issue with outlook -
"operation failed" when trying to open attachments - for the second time -

They open the attachment fine. close it. try to open it again. Get
"operation failed"

I tried to dupliacate this on antoher machine with the same plugin's
installed and could not duplicate the problem. I have had this problem with
the same use in the past. I gave them a new machine with new isntall of
outlook. And they were able to duplicate the problem. Can you please help me
with troubleshooting this to find out - 1 - what exactly is causing the
problem. 2 - fix it.
