Operation timing out when collecting POP mail

Dear all,

When my Outlook 2003 tries to collect mail, i get the following error:

Task 'Useraccount - Receiving' reported error (0x8004210A) : 'The
operation timed out waiting for a response from the receiving (POP)
server. If you continue to receive this message, contact your server
administrator or Internet service provider (ISP).'

This is a stand alone machine that collects over my ADSL line.

The following has been done:

1) Checked with ISP that account is still active
2) Reinstalled Outlook 2003 as well as Office 2003
3) Used outlook express from another machine and mail downloaded fine
so the problem is with the program
4) Carried out all windows updates
5) Disabled firewall and email virus scanner
6) Checked all settings in the user account so everything complies
with the ISP

The confusing thing is that this was working just two days ago and
nothing has changed. I did reinstall IE6 as i was having problems but
cant see how this could effect it.

What happens if you run Outlook Express on the machine on which the problem
occurs?
5) Disabled firewall and email virus scanner

From what I see in posts, disabling email virus scanning may not actually
turn it off. For Norton, at least, it seems as if you need to uninstall it
and reinstall it without selecting the email option...
