Option to Edit w/ Front Page in Explorer 6.0 File Menu

Can anyone tell me why the drop-down file menu in
Internet Explorer sometimes includes the option to "Edit
in FrontPage" and other times does not? Also, in the
View menu, the option to view a web page's source code
sometimes works and sometimes does not.

Using Windows XP, and Internet Explorer ver. 6.0

It is a function of how the webmaster has set
up the website. A webmaster / web designer can
"disallow" those functions.
