Options "When a new item arrives" NOT working offline

When working offline with an Exchange server, the options
in section "when a new items arrives" do not work. For
example, whe a new e-mail arrives, I cannot see the
envelope icon in the system tray.

Does anybody know how to fix this or it is a bug?

Microsoft Outlook 2002
Windows XP

When you're working offline, you're not connected to the Exchange server and
so cannot receive any new messages, therefore rules that act when a new
message arrives won't run.
