organising graphics for small children

Am setting up a template for small children to use at
school. I have seen a box that shows children where to
place the picture. In the box, there are small icons of
insert clipart, insert file pictures,insert tables,
insertchart, insert media clips etc. The child can select
the correct icon and then the picture goes into the
correct place automatically. How do I get this box?

You have to go to menu INSERT then OBJECT and select the option DISPLAY AS
ICON.

However, I cannot see that doing what you want.

That is the only function in Publisher that comes close.

Are you thinking of the little kiddies program 'PictureIt!' or 'Home
Publisher' which are different products from MS compared to 'Publisher'
