Organizational Chart 2.0

When the user tries to run this she gets the following
error "Unable to load MS Organisational Chart, press F1
for Help" - F1 says it is low on resources - not the case.

If I run it as a domain admin it works fine.

Windows XP sp1
Office 2000 pro
PIII 933
512mb ram

Any ideas appreciated?
