Most likely you are running into the known limitation of MS Organztion
Chart 2.0
CAUSE
=========
This issue occurs when all the following conditions exist:
- You are using the Microsoft Windows NT or Microsoft Windows 2000
operating system, and your operating system is installed on an NTFS file
system partition.
- The administrator has assigned read-only permissions to the Winnt folder.
- The user trying to launch MS Organization Chart 2.0 does not have
administrative credentials.
The issue occurs because Orgchart.exe tries to create two files in the
Winnt folder, "Msoclip.232" and "Msoprefs.232". If you do not have
read/write permissions to the Winnt folder, Orgchart cannot create these
two files in this location.
WORKAROUND
=================
To work around this problem, note that because the Winnt folder is set to
read-only, an administrator must complete the following steps:
1. Put the Msoprefs.232 and Msoclip.232 files on a server that uses NTFS,
and then assign "Everyone Change" permissions to these two files. In
Windows 2000, assign the Read permission, the Write permission, but not the
Delete permission. Note Make sure to click to clear the "Replace
permissions on Subdirectories" and "Replace the permissions on Existing
Files" check boxes when you set the permissions for the Msoprefs.232 and
Msoclip.232 files. If you do not do so, the permissions for these two files
revert back to their original read-only permissions when the user logs off
or logs on to the server.
2. Use Scopy.exe, which is included with the <Microsoft Windows NT 4.0 or
2000 Resource Kit>, to copy the Msoprefs.232 and Msoclip.232 files to the
Winnt folder, and replace the user's local copies of these files.
Note If you have Windows 2000, use Xcopy.exe instead of Scopy.exe. Windows
2000 includes and installs Xcopy.exe.
