Organizational forms library MAPI error

Will trying to publish a new form in the organizational forms library I
receive the following error:
“Unable to successfully publish the forum due to a MAPI error, the forum
cannot be installed because you do not have owner permissions.â€

When I look on the form I created under the â€EFORMS REGUSTRTY†in the
exchange system manager is see that the user has owner permissions.

Did you ever get an answer to this? I am getting the same error when trying
to publish a custom form that was already published to everyone and I tried
to change it. I am using Outook 2003 with Exchange 2003
