organize at print

I have a report that I would like to organize the some data as it is being
formatted to print and am unsure how to do it. What I have is a shop
traveller for a set of tooling to be produced. This traveller is supposed
to be separated depending on the weight of the tool blank with the criteria
of anything under 80 pounds first and everything else after. Does anyone
know how to do this? The information provided to the report can be arranged
in any manner, so I need to have this done by the report (or a function ran
during initialization of the report.
