I would like to set outlook auto reply with a rule that automatically forwards my e-mails to a different e-mail address, when I tell it to.
-Can it do this?
-I understand I may need microsoft exchange to do this. Where do I find microsoft exchange?

You can do this. Even without Exchange but then you must keep your Outlook
open 24/7 in order to process the rule. Exchange is a bit of an expensive
and hard solution for this especially when you are in a home environment as
you'll also need to have Windows Server and need to configure a domain and
Exchange.

You can create a rule that replies with a template to all messages and have
an also has the action to forward it to a specific address. Make sure you
set some exceptions (for instance based on the subject field so it will not
reply on subject with e.g. reply, failed, undeliverable, etc...) otherwhise
you could create endless mailloops between two mailservers and those can be
a real threat to the mailservers!

The OP also needs to be aware that this will reply to ALL SPAM as well.

Spam is a concern for both solutions so it's irrelevant. It is relevant for
the discission in whether or not to implement the automatic reply.
