Out of Office rule with reply action does not work in Outlook 2003

I setup a rule in Out of Office to reply with template to all messages sent
directly to me or cc to me. I wanted to use this instead of the Out of
Office Autoreply. I clicked the button to indicate that I am currently out
of office. When I tested it, no message was sent. If I put text in the
autoreply to activate it, two messages are sent (autoreply and template).
How can I make the template message go without the autoreply?
