out of the office assistant reply only to some people

[Office Assistant]

Office 2000. Out of the office assistant sent message only to some people
from the contact list. there are no rules. I have reinstalled office and
still having the same problem.
Any idea?

Is the Exchange admin blocking OOF to some domains?
