Instructions to change the time between tries, that outlook will try to
resend a message from the outbox

Look in the mail account options of whatever version of OL you are using.
But it could be simply a stuck large mail

Press Alt-Ctrl-S and change the send/receive interval (Schedule an automatic
send/receive every...).
