Outgoing attachments blocked if named with multiple periods?

Are outgoing attachments blocked if named with multiple periods? How about
when done programmatically? In the software I'm working on, this fails in
Outlook 2003. Works OK in Outlook 2000. I suspect it's a security feature but
I can't find anything on it.
