Outgoing email lost when send fails?

When an outgoing message doesn't get sent because negotiation with the server
fails, what happens to the message. It doesn't seem to show up in "Sent"
because it *wasn't* sent. I never saved it in "Drafts". Is it lost forever?
Or where does it go?

The msg should remain in the Outbox, if the send failed
