outgoing mail stuck, not server, not provider, microsoft nosupport

My outgoing mail stopped moving out yesterday. Road runner ran independent
test from web and I can send from there so it is not the server. I can get
mail in. My error box says that the mailbox is temporarily full. I do not
have messages sitting on server from the past and I have deleted most of my
emails in the in and sent files. I am asking this question, yet when I hit
send I believe that it too will not go out!!!!
Earlier today, without any reason, 3 emails went out. No idea why and can
not get it to go out again.
