outgoing mail

I have outlook 2003 set uo foe a POP3 account. When I
clisk on send/receive with no messages in the out box,
the status shows that the program is trying to send
message 1 of 1. If I have any outgoing messages, the
count of messages waiting to be sent is always 1 more
than the number of messages in the out box.

I then receive an error message that the email can not be
sent.

Any Help?
