outlfltr.dat file date does not change after update

After I apply the junk email filter update KB835235 to my
administrator update and deploy the update to the client
workstation that have administrator rights using Novell ConsoleOne with the command
msiexec /i \\apps01nw\.....msi REINSTALL=ALL
REINSTALLMODE=vomus, the date on the Outlfltr.dat file
does not change to 23-Jan-2004. The Outlfltr.dat stays
10/9/03. But if a client updates from Office 2002 to Office 2003 using the same installation point the outlfltr.dat file displays the correct date of 1/23/04

The excel update was applied at the same time to the installation point and the excel.exe file displays the correct date after the client update
