They are the same ...while you don't do anything else !
- The Outline Number is a Calculated field : so you can't edit it.
- You can customize the WBS code : Project / WBS / Define Code...

The WBS code is a calculated numeric code which is used to enumerate the
Work Breakdown Structure of tasks in a project. When you type the first
task in a project, it is automatically numbered with a WBS of 1. When you
indent a subtask beneath it, the subtask is numbered with a WBS code of 1.1.
The second subtask would be numbered as 1.2 and so on. To view the WBS code
for any project, simply insert the WBS field in any task view, such as the
Gantt Chart view. The WBS field can be modified only slightly, by clicking
Project - WBS - Define Code.

An outline code field is a user defined field. The RBS field is an example
of an enterprise outline code field. Project Server 2002 and 2003 offer
enterprise outline code fields for tasks, resources, and projects. Hope

When you create your tasks, you list elementary tasks but also summary tasks
which include several elementary tasks.
To do that hierarchy, you "indent" (rightward) the subordinate tasks with
the righhand green arrow on you tool bar.

At that time Ms Project has calculated the Outline Number and the WBS code
: they have the same value (code which describes the position of the task in
the hierarchy). If this automatic numbering don't fit your needs, you can
change it only in the WBS code. For ex. you can specify a set of 2
uppercase letters, then 2 digits, then 2 lowercase letters...
