Outline levels in To Do on PWA

How can a resource create a To Do list that has outline levels. For
example, the current view of the To Do list

-To Do list #1
Task 1
Task 2
Task 3

What are the steps to have it look like this in the PWA To Do list-

-To Do list #2
-Task 1
-Subtask 1
-Task 2
-Subtask 2

And so on...
(MS Project 2003)

Hi.
After I posted this question, I actually read the page where it told me
that. :) However, I did notice that there is an option "Manage
Admistrative Projects" which will do what we need it to do. So, for
the time being, problem solved. Thanks!
