Outline Style Windows Missing Styles

I'm using Word 2007 and I found what I think has to be a bug. I have
several outline levels being used in my doc but they don't show in the
Styles window, even when I choose the display option to show all
styles used in the current document. To further confirm that this is
a bug, when I click on "Heading 1" style in the style window then, and
only then, do I see "Heading 2". When I click on "Heading 2", then,
and only then do I see "Heading 3".

Here are the exact steps I'm taking to replicate the problem:
1. Open 2007 and start with a new doc
2. Type in three lines "one","two","three" separated by carriage
returns
3. Switch to outline view
4. Place the cursor on the first line and type CRTL-ALT-LEFTARROW to
make the first line a Heading1 style.
5. Place the cursor on the first line and type CRTL-ALT-RIGHTARROW to
make the first line a Heading2 style.
6. Place the cursor on the first line and type CRTL-ALT-RIGHTARROW to
make the first line a Heading3 style.
7. Close outline view mode
8. Open the Styles window and the Styles Inspector window
9. On the Styles window go into it's Options and in the "Select Styles
to Show" dropdown choose "In use".
10. Notice the problem, the only style that it shows is "Heading1"
11. Confirm that the three lines are indeed "Heading1", "Heading2",
and "Heading3" by selecting them and viewing the Style Inspector.

So, bug or user error?
