Outllok 2003 send receive time out

We use Outlook 2003 - SP3, ATT ISP and ATT Webhosting.

We intermittently get the error code:
Task 'mail.domainname.net (1) - Receiving' reported error (0x800CCC0F) :
'The connection to the server was interrupted. If this problem continues,
contact your server administrator or Internet service provider (ISP).'

We have turn off our Norton 2008 Internet security temporarily - no help
We have completely removed and reninstalled outlook.
ATT has tested the data lines twice - no porblems
ATT has moved us to a new server in their data center - no help.

All basic and advanced setting in Outlook are as they should be.
We do not use a server in the office.

These errors randomly affect all 4 users daily in the office.


It reads like an error Outlook 2002 had before a patch from the knowledge
base,

How do we resolve this issue
