Outllook 2002 & Terminal Services

In trying to run Outlook 2002 on our Windows 2003 Terminal Services box,
our users get an error that Outlook was not shut down properly and do they
want to start it in Safe Mode. My first assumption is that this is a rights
issue, but I don't have a clue where to start looking!
