Outlook 2000 Add-ins error message

When ever I start up outlook I get this error message;

" 'C:\Documents and Settings\user\Application Data\Microsoft\Addins\' is not
a valid office add-in' "

I have tried to follow various help on the communities with no success.

Go to Tools, Options, other, Advanced, Addin Mgr and delete the addins.
