outlook 2000, emails not being received until click 'new message'

Using Exchange 2000 Enterprise, running Windows 2000 OS and Outlook 2000,
several users do not receive email unless they click on "new" to create a
new email message. Any help would be appreciated.

Symptomatic of UDP packets not reaching your PC. Go to
support.microsoft.com's Knowledgebase, select Outlook as the product, and
enter UDP as the search string. You'll get several articles outlining what
to look for.
