Outlook 2000 mail "not registered properly"

I am suddenly receiving an error when trying to send
and/or receive e-mail. Before my computer even has a
chance to connect with the server, an error pops us
saying "Internet Mail is not registered properly. Please
re-install and try again. ... Error number: 0x80040154"

I've removed and re-installed Outlook without any change
in this message.

Does anyone have any suggestions?
