Outlook 2000 on a Win98 to WinXP Pro Upgrade - Msi issues

I am running Office 2000 on WinXP Pro (upgraded from Win98). When
start the computer and log in each day, I can run Outlook 2000 without
any issues.

I noted, however, that if somebody else logs into my machine, logs off,
then I log in after them, I am prompted to insert my Office 2000
install CD.

It only happens when I log on after somebody else has. If I log in,
log off, and log right back in a hundred times the prompt never comes
up.

Thoughts?
