Outlook 2000 opening slow!

I apologize for bringing this problem up because I know I saw it addressed
in this NG one time. Trouble is I forget the answer I saw and don't know
where to look it up.

My copy of Outlook 2000, Internet Only, running on XP, has suddenly decided
to open slowly, be very slow in moving between folders and even hangs for a
while occasionally.

Also, sometimes I find that Outlook will not open from its Desktop icon. I
have to restart the computer to correct that. During shutdown I get a dialog
that tells me that Windows has to end a running program first. When I check,
it is the Outlook program running in the background. What did I do? Help!

Try deleting or renaming the outcmd.dat file located in the (hidden) folder
%AppData%\Microsoft\Outlook
Also, sometimes I find that Outlook will not open from its Desktop
