Outlook 2000 Pauses

We run an Exchange 2003 Server (Version 6.5, Build 7638.2, SP2) on Windows
Server 2003 SP2. Some of our users (scattered accross our VPN) are still
running Outlook 2000 on Windows 2000. Recently some of those users started
complaining that Outlook would freeze or pause for several minutes at a time.
Task Manager said that Outlook was not responding, but usually, if they were
patient, it would come back to life. This would affect all of the O2K users
at a specific site within our VPN. I assumed it was network congestion, but
our network tools tell us we have bandwidth to spare.
When it affected one site, we just upgraded everyone to Office 2003 or 2007,
so they could run in cached mode, which solved the problem. But that isn't
an option for some of our older comptuers.
Any thoughts on what the underlying cause might be, and how we can address
it? Thanks!
