Outlook 2000 problems since reinstall

I have a couple of problems with Outlook 2000 that I did not have until I
had to reintall:

1. When in a web site (even microsoft sites) and I click on an e-mail
address link, I get a "Can't create the item" error pop-up.
2. Although I have set it up to check my e-mail account every 10 minutes,
it does not. I have to manually connect (<F5>) in order to get my e-mail.
When I do manually connect, it frequently has trouble downloading from the
server until I go into my server mail via the web and open a couple of the
e-mails there.

Actually, it was the second problem that caused me to try reinstalling
because my ISP technical support (Charter) said that it couldn't be their
problem and that I needed to reinstall Outlook. I'm suspecting that this
could be Charter's problem (although it bothers me instead of them) rather
than my own.

I have downloaded and installed all available updates and still have the
trouble with problem 1. Any clue how to correct it?

Update: Problem 1 had to do with corrupted frmcache.dat file. Deleted the
file and now it works perfectly.

Additional problem: Outlook is trying to find something every time it
starts ... get error message that says: 'C:\WINDOWS\Application
Data\Microsoft\AddIns\' is not a valid Office add-in. This even happens
when I sync my PocketPC without starting Outlook.
