Outlook 2000 Rules Work Inconsistently

I use a spam program that applies an X-test classification of "spam" to
messages based on the methodology and criteria set up in the program.
My network server, using Outlook 2000, makes a request of the spam
program to go out to my mail server and retrieve mail, at which point
the appropriate X-text classification is applied to the message header.
I have a rule in Outlook that is set to run before any other rule that
says, "If the X-text Classification is Spam, then move it to a Spam
Folder and stop processing more rules" Most days the rule works just
fine, but some days, such as today, some messages come in with the spam
classification and the rule is not applied and subsequent rules forward
the spam to the named recipient. Yet, other messages received at or
near the same time are appropriately moved to the spam folder. A
correlated issue: this can also happen on a legitimate "work"
classification, where one message is forwarded to the recipient and the
next, with identical message header information is not forwarded. Any
ideas on what causes this?
