Outlook 2000 Send and receive button disappeared

Users logged in via Remote Desktop to Windows server 2003,
Do not have the 'Send and Receive button' available.
Tried restoring it by selecting in View/Toolbars but is
not there. Also, it has disappeared from the Actions menu.
The only way around this at the moment is to create a new
email, hit CTRL+Ennter, then F5 yo send from Outbox.

Does anyone know what the problem might be?
