Outlook 2000 stays open in background

When I close Outlook 2000, it stays open in the background. When I try to
shut down my computer (running Windows XP), Outlook hangs and won't close
properly. Both Office and Windows have all updates. I have tried running
detect and repair on Outlook many times. After I run it, Outlook shuts down
correctly once or twice, then the problem starts again. What can I do to FIX
this?
