Outlook 2000 under Windows 98

In one Outlook user on my machine we can't send e-mail to a friend with an
"msn.com" address. It's not just THAT address, since I've tried sending to a
couple of bogus addresses "@msn.com" and they don't go either.

The error is "no transport provider was available" and any CCs on that
message don't go either.

In another Outlook user, mail to "msn.com" goes out just fine.

Has anyone had or heard about a situation like this?
