Outlook 2001 OSX 10.3 and opening attachments

We recently switched to OSX 10.3 and we still use Outlook 2001 to connect
with the company Exchange server. I understand that in OSX Outlook 2001
depends even more on the internet settings control panel. But we are having
problems figuring out how to do the settings. For example, in e-mail between
Mac users where the sender sends a .jpg file created by a software
HotShots,so the Mac creator/type is HotS/JPEG. The receiver also on a Mac
without the Hotshots app cannot open the .jpg file from Outlook, even though
in Internet control panel/File Mapping .jpg is properly defined to open
GraphicConverter. With other .jpg files opening from Outlook works. The
solution is to extract the attachment and then view it. Also on e-mail from
Win user sending a .pdf file, same story : in file mapping .pdf is mapped to
Acrobat reader 5.0 (classic version) and still can't open from Outlook.
Any advice/hints on how to properly set the file mappings to handle this? It
used to work much better under OS 8.6/9.1 .
Is Entourage 2004 any better than Entourage X in dealing with Exchange?
Entourage X is one step behind Outlook 8.2.
