Outlook 2001 Rules Limit?

Received the following error message, trying to create new rules:

Changes to the rule could not be saved.
There is not enough memory or the rules are
too complex. Try deleting some rules.
-------------------------------------------------------

There are currently about 40 rules in the profile, plenty of space
remaining in the mailbox, plenty of RAM allocated to Outlook, and the
rules are simply "IF From:<address> THEN Delete."

I couldn't find anything about a rules limit in Outlook... is there
one? If not, what else is going on?

Alright, apparently there's a 32KB server-side rules limit:

Outlook 2001 doesn't offer a local Junk E-mail filter, so how do I
block addresses when I can't create more rules? I don't see any way in
Outlok 2001 to specify a local rule instead of a server-side rule.
