Outlook 2002/3 and email stationery

I was using email stationery with Outlook 2000 and it
worked fine. Now, with Outlook 2002 in addition to
sending the email with the stationery in it, it attaches
the graphic files that make up the stationery as
attachments to the email AND reinserts each graphic image
in the body of the email at the very end of the email.

Anyone have an idea of why its doing this and what I can
do to correct it?
