Outlook 2002 and Hotmail Send/Receive Error

I receive the following error when I try and send/receive to hotmail from Outlook 2002 SP3.
Task 'Hotmail: Folder: Inbox Synchronisation Headers' Reported error (0x800CCCF4) : 'An unknown error has occured. Please save any existing work and restart the program.'

As a result Outlook does not receive and send any hotmail e-mails. I do not have any other e-mail accounts

I follow the instruction to set up a new e-mail account using HTTP as the setting suggested for hotmail. My username and pasword I am sure are correct

Can anyone help explain what is going wrong?
