Outlook 2002 blocking .jpg

I've tried googling and searching the MS website but couldn't find a
resolution.

MS Outlook 2002 on my PC (windows xp) blocks .jpg's in email attachments.

Here is what happens:

I will get the normal email, and the size of the email tells me that there
is more than just a message, but there is no attachment icon. If I attempt
to forward the message, then the .jpg icon shows up.

I've looked all over the options menu, and used the built in help but can't
find anything that addresses this.

Any suggestions?
