Outlook 2002 - mailto: not working

I have Outlook 2002 as my default mail handler - if I click on a mailto:
link on a website, all that happens is 61 Internet Explorer windows open
up. Why it stops at 61, I have no idea but, more to the point, why does it
do this at all? I've tried uninstalling and reinstalling but it still makes
no difference.

Help!!!
