Outlook 2002 missing vbscript

I am unable to run or view code in Outlook 2002, running in Windows
2003 server with terminal services. When I open the form, design, and
select view code, I get this error: "Unable to load this feature. An
attempt was made to reference a token that does not exist." I have
reinstalled outlook, installed office developer, re-run wsh.ini,
applied all the patches I can find.
I have the Java runtime installed, does this disable vbscript?
I saw another post mentioning reinstalling vbscript, but cannot find
anything to reinstall other than windows scripting host - are they
different in 2003?
We rely on custom forms, and want to upgrade to 2003 terminal services
to take advantage of the enhancements.
