Outlook 2002 opens messages in the background

We have recently upgraded from Exchange 5.5/Outlook
Client was 2000 to Exchange 2000/Outlook clients are
2002. Current OS's are Windows XP Professional with SP1.
The problem I am seeing not only on my local workstation
but with several others is when Outlook is open and you
open a message to read, it opens in the background. You
have to minimize Outlook to see the message. Also when
creating a new message the template also opens in the
background. Any suggestions/fixes for this?
